Captain Ryuuya is in charge of the Provider Base. The base itself seems to be at the heart of 30th Century Tokyo, though the city may not have that name by that time. The Time ships are launched through the Time Gate by Providus. There seem to be a number of support personnel, though we haven't seen anyone besides Captain Ryuuya since the first episode, and then we only saw the woman who seemed to be in charge of communications, and a trio of military personnel who thought they were in charge.

The 30th (or 31st, at this poin)is a beautiful, clean place. The population lives in mighty towers. Nature is abundant. Aliens coexist in peace with Earthlings "We are all aliens, together," they say. Spectator sports are common. Combat in virtual arenas, racing, that sort of thing. English, Japanese, Russian and possibly other languages seem to be freely mixed on the computers, though the actual command control panels seem to lack any visible markings. People just have to be familiar with them. The name of the lightbulb-shaped time ship is Yglieg. What language might that be? We've heard English used on the show, and seen it used with natural grammer. Yet there is clearly a dark underbelly. Huge mafia families, both of human and aliens. A limited or non-existent support system for the unfortunates of society. Whether it changed drastically with the changes of history, we will never know.

Here is the box that once held only the Chrono Changers and Time Flyer. But now it holds:
... all these lovely little things. And guess what they do? Well, for one thing they click onto the Double Vectors.

A picture from the toys' box indicates they can enlarge to become personal vehicles for our heroes, but they never used that idea on the show. Tatsuya's was the one on the far right, or the second one in the top half of the box. It would have been the Assault Bike. Ayase's is the one on the opposite end, or the bottom right of the box. It would have been the Assault Flyer. Sion's seems to be the one on the top, the first one in the top half of the box. It would have been the Assault Moebius. Domon's is the big handle on the bottom, the one taking up so much space on the left side of the bottom half of the box. It would have been the Assault Hover. Yuuri's would have been the one on the bottom front of the weapon (bottom half upper right of box). It would have been the Assault Slider.

From Gomenos: "Time Ranger team members possess one Arrow Vector and one Spark Vector sword each, which can be combined end-to-end or at a 90-degree angle to form the Double Vector, which yields the Twin Slash. The Vectors possess a PowerVolume dial which allows them to adjust the effective power, and are housed in [the] ChronoChangers...."

They each have a changer bracelet, called ChronoChanger, on their wrists, which remains visible in armor, too, just embedded in the wristband.

This is Takku. At first I thought he was another Mint, or Bokku. But he isn't. He is their aide, their instructor in the weaponry they hold. He is their link with the future in that only he can communicate across the stretch of time with Provider Base. He tells them what they are fighting and what they can do to defeat it, sometimes.

Sion made him an assistant, and Takku makes full use of this guy (who is actually little more than half his height). Robota functions to "hold the fort" as it were, when the Rangers are off or have to split up. It relays messages, sounds off its opinions, and when Takku wants, acts as an alarm clock.
