Tiger is really Satoru Toujou, associate of Professor Hideyuki Kagawa and Hajime Nakamura, both of whom he killed.

Toujou is the real Kamen Rider Tiger. And I was mistaken AGAIN! Yes, he is a killer. He killed Nakamura because the man was too weak, in his opinion, to do what had to be done. He believes in Kanzaki's promises. He wants to win, and attacks Ryuuki as soon as his guard is down. The boy is crafty, I'll certainly give him that.

But there is more to it than that. I've come to the conclusion that the less... mentally stable is a Rider, the more like his or her contracted beat he or she is. Toujou is drawn to weakness. The best way to get him to attack you is to demonstrate any lessening of resolve.

I was totally mistaken before. The mistake came from the words eien and eiyuu. iApY. It's Zolda who wants eien, to live forever. Toujou wants eiyuu. He wants to be a hero so everyone will like him. This brings us to the vital mistake Professor Kagawa made with him. He drummed into the boy's head that to be a hero, you have to be willing to take one life to save ten. Eh-heh. So it finally occurred to Toujou that if he wins the Riders' battle, he'll get his wish and become a hero. So he killed Kagawa to keep the other man from killing Yui. And oh, he wept. For Professor Kagawa is about the only person who ever showered him with attention. He also attempted to kill Impaler, but Ryuuki saved the other man.

However, in the end Tiger died a hero. He died a hero in the only possible way. Without thinking about it, he saved two fragile human lives, independant of the Rider battle. He saved them and ended up killed by what would have killed them. I hope he knew, dying, that he had become a hero. He finally did the most utterly right thing that could be done. Oh, he wasn't any more sane than before, but he became what he wanted to be in that simple way. The only way that matters.
