Doggie Kruger, the much decorated commander of Earth's Deka Base. He has his own impressive arrest record. He had a life before coming to Earth. He was known as the Watchdog of Hell. As Deka Master, his number is a glorious 100. He has a relationship with Swan that they never absolutely identify. He is the team's father if she is the mother. He is uneasy when he thinks there's another male pursuing her. His line when transformed is 百鬼夜行をぶった斬る！！ "Hyakkiyakou wo buttagiru!! Slash the crime wave!"

Shiratori Swan, of Chiinyo Star. The beautiful, wonderful mother-figure of the entire Deka Base, but mostly for the Dekaranger. She is designer and developer of the Dekaranger's equipment, a most sought-after addition to any technical staff. Tetsu tried to lure her away before he decided to stay on Earth. What's her number? I can't tell.

On the left, Numa O, commander of the whole S.P.D, is of Horus Star. He led a whole fleet to Earth when the planet's DekaBase was compromised and turned against us. In the middle is Ban's former instructor, Porupo. He sent him to Kruger upon request. To the right is Instructor Buntar of Torto Star, who trained our five Dekaranger in the discipline and weaponry needed to assume SWAT Mode. He also had a canine robot, name of Clarence K9.

リサ・ティーグル, my instinct is to turn it into natural English as Lisa Teagle. She is of Lumiere Star. She's the woman in the top rank of the Special Police. She trained Tetsu to be passionless and effecient, a perfect officer. All that was put in jeopardy when he came to Earth. She's on equal ground with Kruger and Swan, and could have taken Tetsu away with her. なみいる悪を白日のもと暴き出す！ "Namiiru aku wo hakujituno moto abaki dasu! Bring evil into the light of day!" She seems to have an M on her armor, theoretically making her number 1,000.

Gyoku Rou, of Leon Star. He was the Red of Earth's Dekaranger until he was crippled saving Hoji and Jasmine's lives. This was before they had the Deka Suits. He worked with Sen, but this was also before Umeko was brought onto the team. Rather than retired, he was reassigned to top secret work. Hoji and Jasmine thought he hated them. That was not remotely the case. He was preparing to assemble an elite team he called the Fire Squad. As far as we know at the end of the series he only had four men.
